Deemed Universities of Tamilnadu


University Grants Commission (UGC) appointed by the Govt. of India is the highest body to oversee the functioning of higher educational institutions in India. Section 3 of the UGC Act 1956 empowers UGF confer the status of "Deemed University"to institutions for higher studies other than Universities. The Central Government may, on the advice of the Commission, declare, by notification in the Official Gazette, that any institution for higher education, other than a University, shall be deemed to be a University for the purposes of this Act, and on such a declaration being made, all the provisions of this Act shall apply to such institution as if it were a University within the meaning of clause (f) of section 2.
The term "university" in this context refers to Higher Educational Institutions established or incorporated by or under a Central Act, a Provincial Act or a State Act, and includes any such institution as may, in consultation with the University concerned, be recognized by the Commission in accordance with the regulations made in this behalf under this Act.
The UGC Act doesn't seem to provide any clear definition of a deemed university. During recent times, the number of "deemed Universities" has been increasing rapidly as seen in the following numbers: 8 (1956-1966) to 29 (1956-1995). In the last 15 years, 63 institutions were declared deemed universities and particularly in the last 5 years, 36 institutions excluding RECs have been notified as deemed universities.
